The purpose of the head office units and regional offices is to provide a method of organising the work of EI at secretariat level in order to fulfil the responsibilities of the secretariat for implementing the programs and policies of EI in the most efficient and effective manner possible. Given the limited human and financial resources available, head office units and regional offices are not intended to create exclusive work areas. Units, regional offices and individual staff work together in a collaborative manner to achieve the best results for EI and the most satisfactory and successful working relationships with each other.Key:

IN MEMORIAM
† Anabel Vallines
Leaders, members and employees of Education International
were shocked and profoundly saddened by the tragic death
on 18 October 2006 of Anabel Vallines, a dedicated
and esteemed member of the EI Brussels staff since 1994.
She was 40 years of age.
Although she was born in Brussels, Anabel was very proud
of her Spanish heritage and remained an active member
of the Spanish-speaking community in her home city.
Anabel began working at Education International as a secretary,
but was soon promoted to the position of professional assistant
in the Publications and Publicity Unit.
Equally at home in Spanish, French and English,
Anabel was a gifted translator known for her meticulous
attention to detail and rigorous respect for the facts.
Many affiliates who attended past World Congresses
will remember Anabel for her intelligence,
quiet professionalism, infectious laughter and sensitivity to others.
Anabel was open to the world, interested in political
and social issues. She cared about those
who are most marginalized in society,
and offered her skills in literacy training
to an association serving immigrant workers.
Anabel will sorely missed by all who knew her
and cared for her. EI extends deepest condolences
to her family members, friends and colleagues.
† Basil de Silva
Education International is mourning the death of
Basil de Silva, who passed away April 15, after a courageous
battle against cancer.
“Basil was a passionate trade union activist throughout
his long career, ” recalled EI General Secretary Fred van Leeuwen.
“He was tireless, and deeply devoted to the cause of public education
and to the union movement.”
After the tsunami of December 2004 devastated parts
of Sri Lanka and Indonesia, De Silva came back from retirement
to assume the post of Coordinator of the EI/NOVIB Schools
Reconstruction Project in 2005.
“He was particularly committed to helping the teachers
and children of Sri Lanka to overcome the painful
consequences of the tsunami,” van Leeuwen said.
De Silva first began his career as a teacher
in Sri Lanka in 1958. His first union position
was held at branch level in the Union of Post
and Telecom Officers from 1960.
By 1974, he had risen to the position of General Secretary.
Despite a ban on the formation of public service unions,
de Silva was instrumental in establishing the Confederation
of Public Service Independent Trade Union (COPSITU) in 1979.
He was elected as founding General Secretary.
In 1980 de Silva joined Postal, Telegraph and
Telephone International (PTTI), pioneering
a leadership training programme in India for the Federations
of National Postal and Telecom Unions.
In 1991 he became Asian Pacific Regional
Representative of the PTTI.
De Silva was appointed Asian Pacific Regional
Executive Secretary for Union Network International (UNI) in 2000.
There he founded the ITPF (IT Professionals Forum),
a key forum in the organisation of IT professionals in India.
Other activities included conducting External Evaluations
of both the PSI-EI Trade Union Rights Network
and the John Thompson Leadership Programme of EI.
Retiring from UNI in 2003, Basil began working for
the EI/NOVIB project in 2005. Education International
extends condolences to his family and colleagues.
