Introduction
The 5th Education International World Congress took place in Berlin, Germany, from 22nd to 26th July, 2007.
More than 1686 participants representing 331 organisations from across the globe attended plenaries, workshops and events arranged around the theme "Educators - Joining Together for Quality Education and Social Justice".
The congress provided an opportunity for representatives of EI affiliates to meet and consider the major issues affecting their organisations. This year delegates voted overwhelmingly for stronger solidarity in their common struggle for social justice.

The EI Congress is held every three years. EI is a global organisation which for organisational purposes is divided into five regions – Africa, North America & the Caribbean, Asia-Pacific, Latin America and Europe. The Congress is held in each region in turn, and this time it is the turn of Europe.
Member organisations of Education International are entitled to send delegates and observers to the Congress. At the last Congress in Brasil there were about 800 delegates and 700 observers present. Delegates are the official representatives of member organisations, entitled to participate in the formal debates and to vote.
