Project Summary:
FECODE started working on the EFAIDS Programme in 2009.
While primary education is ostensibly free in Colombia, in reality very few children qualify, and children whose families are unable to afford the creeping costs associated with attending school continue to be left out. For those in education, the trend towards concession of schools to private entities draws both students and their teachers into a results-dominated system. FECODE is working to reverse this trend and improve quality public education so that all Colombian children access their right to education. To further safeguard quality the union is also contesting the move towards punitive teacher evaluations, and advocates a more constructive review process that encourages professional development.
Violence against teacher trade unionists is a continuing threat to a safe school environment in Colombia and FECODE together with EI are campaigning for an end to targeted killings of teachers and calling for better protection for teachers.
Activities in 2009
FECODE is focusing on training with a national workshop for teacher union activists, and further regional workshops in Medellín, Bogotá, Cali, Neiva and Cartagena. Publications and other materials in keeping with the Colombian context will be developed. Research to discover how teachers are affected by HIV and AIDS will provide updated information and lead to future advocacy.
