Project Summary:

The National Confederation of Haitian Teachers (CNEH) is made up of 12 teachers’ federations. In response to the conspicuous absence of teaching modules and training for teachers on HIV and AIDS, CNEH started implementing the HIV/AIDS Prevention through Schools Programme in January 2002.
The first step taken by CNEH was to put in place a Coordinator, a Committee to manage the Programme and a steering committee upon which each of the 12 federations has a representative.

A network of trainers was then established with the training of 46 so-called ‘master trainers’ at the national level. At regional level a further 275 were trained and 270 at the school level. As part of the cascading training system, these teachers went on to conduct training sessions on HIV/AIDS prevention with other teachers. In total, 1050 teachers were trained to date. Each of the 12 federations was also responsible for the training of a core group of 15 parents and 5 community leaders. Overall the main target groups of the programme are teachers, students, parents and community leaders.

Beyond the training sessions, CNEH also engages in other HIV/AIDS prevention related activities such as awareness raising for wider society via radio programmes, public debates and active participation in the annual World AIDS Day campaign.

Activities in 2006

In 2006 the CNEH joined the EFAIDS Programme. Since then, the Confederation has been gearing itself up to extend its focus beyond HIV/AIDS to the pursuit of quality Education for All. CNEH is seeking to raise awareness in all sectors of Haitian society on the Education For All goals set out in Dakar in 2000 and to encourage teachers to work towards their accomplishment.

Haiti still faces huge challenges with respect to achieving Education for All. It stands out in the Caribbean as the one country which has major issues with access to education. Some 80% of schools in Haiti are private. Many simply cannot afford to attend them. The Caribbean Union of Teachers (CUT) recently expressed its deep concern about the thousands of Haitian children who are being denied their fundamental human right to a “good quality public education.” In response to this CNEH is putting pressure on the government to provide adequate funding for quality, public education.

In 2006, the Confederation carried out a census on the number of single-teacher schools in Haiti based on information submitted by its branches. On the basis of this census, it prepared a map pinpointing all of the single-teacher schools in the country which are badly in need of attention. It has also been busy of late producing a situational analysis regarding access to education in Haiti which will help the unions to develop a policy in future.

In March 2006, the national Coordinator of the CNEH Programme participated in a workshop on the EFAIDS Programme in Port of Spain, Trinidad. This meeting was aimed at further raising the awareness of ten Caribbean teachers’ unions on HIV and AIDS and EFA and developing a serious of micro-projects within the scope of the EFAIDS Programme.

Activities in 2007

In 2007 CNEH carried out further HIV & AIDS training seminars with teachers in all twelve regions of Haiti. The radio programme continued to raise awareness among the wider population on HIV and AIDS. This was complemented by campaigning efforts on World AIDS Day, December 1, 2007.
