The EI Pan European Structure developed a policy on the rights of teachers and students with disabilities. Fundamental to this policy is the acceptance that differently abled people are themselves best placed to determine their own needs and how to "ensure their independence, social and occupational integration and participation in the life of the community". Education for differently-abled persons should form an integral part of national educational planning, curriculum development and school organisation. Unions should make sure that governments meet the UN objective that public education programmes reflect the principle of full participation and equality. Awareness raising should be a component of teacher-training courses and training of all professionals. Promote that parent groups and organisations for differently-abled persons should be involved in the education process.
