Governments in seven of Germany's 16 states imposed university tuition fees over the past decade, but until recently all but two still levy them. One of those states, Lower Saxony, recently elected a new centre-left government that has scrapped fees. In Bavaria, voters in a referendum endorsed the elimination of tuition fees. EI’s affiliate GEW (http://www.gew.de/GEW_against_tuition_fees.html) played an instrumental role in campaigning against tuition fees.
