South America
There are serious infrastructural deficits and teacher shortages in education systems across South America, particularly in rural areas. For example in Paraguay, rundown school buildings and a shortage of classroom space is one of many challenges to quality education provision. Cuts in education expenditures have been reported in Costa Rica and Peru. In Nicaragua, the global economic crisis has led to a sharp decline in international aid. In a country struggling to achieve Universal Primary Education, this sudden drop in spending has the potential to reverse progress to date.
