RESOLUTION ON NEPAL
The Fourth World Congress of Education International, meeting in Porto Alegre, Brazil
from July 22-26 2004:
- Shares the pain and suffering of Nepali teachers in particular and Nepali nationals in general who
are caught in barbaric killings including 150 teachers.
- Condemns Maoists for their medieval barbarism of maiming and brutally beating teachers and
ordinary people with stones and hammers.
- Expresses grave concerns that large number of school children and teachers are abducted and
forcefully recruited to the Maoist Army, many of whom become soft targets during gun battles.
- Denounces the state of terrorism of teachers in most parts of the kingdom who are forced to
work and live in a stateless situation under most inhuman and brutal conditions of life including
attacks, torture, kidnappings, extortions and forced displacement and seizure of property.
- Is concerned that the insurgency caused Nepal a loss of 882 million US$ in GDP and the
destruction of physical property equivalent to 240 million US$. Similarly 700 schools are closed,
3,000 teachers are displaced and among common people the number of displaced people has
reached up to 200,000.
- Believes that peace, progress and prosperity among people in a nation or across nations comes
as a result of hard policy work through liberal democratic transformation of societies.
- Regrets to know that armed forces also are involved in sub judicial dealings and killings of both
innocent civilians and Maoists.
The Fourth World Congress of Education International:
- Urges Maoists to follow the minimum level of established revolutionary practices.
- Urges and appeals His Majesty's Government of Nepal to take effective measures to protect the
lives of teachers and common people with ensured dignity and honor of their life as enshrined in
International Human Rights Declaration.
- Insists and appeals Nepalese teachers not to be engaged in any of the activities of warring
parties but to abide by EI Declaration on Professional Ethics and make their total efforts in
building and promoting a culture of peace in Nepali society with respect to the principles of
Human Rights.
- Cautions His Majesty's Government of Nepal that failure in making armed forces accountable and
with impunity for their ruthless behaviour helps terrorism grow to a larger scale.
- Understands that democracy, legitimacy of governance, upholding political pluralism, building
local to global order of peace, justice and development through effective instruments can best
help Nepal realize that they are an equal part of global human society.
- Appeals Nepali people of all political beliefs prove their democratic commitment and practices to
develop an accountable and transparent legal framework.
- Requests to His Majesty the King, His Majesty's Government of Nepal, Nepalese political parties,
and civil society groups to organise free and fair election and build effective democracy which
could save and protect Nepali people from all sorts of economic and political catastrophes and to
promote social dialogue, and honour its outcome.
