CAPCOE-GHANA has advocated since 2016 for increased public funding for basic education to ensure access, equity, and quality as a human right. Ghana falls short of international benchmarks (20% of national budget or 6% of GDP), allocating only 11.4% of its budget and 3.8% of GDP, projected to decline further under IMF conditions. This underfunding risks denying education to 1.2M children and causes 150,000 annual dropouts, while for-profit private schools proliferate. Debt and inflation worsen infrastructure deficits and overcrowding. CAPCOE’s “Go Public! Fund Education” campaign seeks higher education spending, improved infrastructure, and teacher motivation, while exposing private sector malpractices and collaborating with unions and CSOs to push governments to invest in public education.

Objectifs

The aims of the project are to expose, the activities of multi-nationals financing private Edu-business operators to establish low-cost-profit schools that exploit the rural and urban slum dwellers

  1. Sustain the Global Response activities through research, advocacy, monitoring and evaluation of the activities through Go Public Fund Education campaign.
  2. Create public awareness to deepen understanding of the public on issues around education privatization and rally support to improve access to quality equitable basic education in Ghana.
  3. Build the capacity of our regional and district officers to use their platforms to advocate for increase public education financing to actively fight education privatization in Ghana.
  4. Dialogue with policy makers increase funding for public basic education to make it attractive.
  5. Collaborate with the media to promote Go Public Fund Education Campaign using both traditional and social media to get public support to influence increase in education.

Activités

The specific activities will include but not be limited to:

  1. Monitor government budgetary allocations and release to improve education infrastructure.
  2. Assess availability, relevance and use of 21st century teaching and learning resources in public schools to make a case for the need to invest heavily in public education.
  3. Training workshops to build the capacity of our members and district officers to deepen and strengthen their understanding of the concept of Go Public Fund Education Campaign and Privatisation and its implications to quality public education.
  4. Map out and develop specific communication strategies through training of CAPCOE Technical working group and leadership of teacher unions on research for advocacy and policy influence.
  5. Identification and liaising with friendly in-country civil societies to take part in the campaign.
